Unable to provision mailbox after applying license
This user’s on-premises mailbox hasn’t been migrated to Exchange Online. The Exchange Online mailbox will be available after migration is completed.

Staged vs Hybrid vs Cutover Migration in Office 365

When mailbox migrated, setup the AD attribute targetAddress to 
user@domain.mail.onmicrosoft.com so the incoming email will be forwarded to the online mailbox, local mailbox will not getting new email

Configure Office 365 online as On-Prem Exchange relay server
Check the delivery report on on-prem exchange, if got 550 5.7.606 error, go to sender.office.com to whitelist the IP, it will take around 30 mins.

How to Export Distribution Lists from on-premises Exchange and import to Exchange Online Office 365
Since on-prem DLs are not allowed to migrated to Office 365 group, we can migrated it as Office 365 DLs
CSV column name might be wrong, correct it before import
