This user’s on-premises mailbox hasn’t been migrated to Exchange Online. The Exchange Online mailbox will be available after migration is completed.

When mailbox migrated, setup the AD attribute targetAddress to user@domain.mail.onmicrosoft.com so the incoming email will be forwarded to the online mailbox, local mailbox will not getting new email

Configure Office 365 online as On-Prem Exchange relay server
Check the delivery report on on-prem exchange, if got 550 5.7.606 error, go to sender.office.com to whitelist the IP, it will take around 30 mins.

CSV column name might be wrong, correct it before import
